He stands guard over a very famous museum that is a popular shore excursion for cruise ships.
A hint: The puppy is located on a waterfront that was once rundown and dilapidated, filled with old warehouses. Today his home is beautiful and the puppy himself is a favorite photo spot.

(Answer) The cute dog stands outside The Guggenheim Museum in Bilbao, Spain. Flowers are changed according to the season, guide Mikel Gomez Urkijo of Tours by Basques told me.
Created by artist Jeff Koons, Puppy is a behemoth West Highland terrier carpeted in bedding plants. Koons said he designed the public sculpture to relentlessly entice, to create optimism and to instill “confidence and security.”
I liked the juxtaposition of Puppy with other modern buildings in the new Bilbao riverfront. Although I visited Puppy twice and patiently waited – even in the rain – it was difficult to get a photo without bunches of people standing there in awe. Guess that is a compliment. Now I want to go back and see what Puppy looks like in winter.
